Reform of state-owned assets management system of water management units, taking Cihepu and Chahua water complex as examples

目前事业单位国有资产管理和产权制度还不完善,加强国有资产管理,防止资产流失,要进一步通过改革制定措施,提高管理和经营水平,从而实现国有资产增值、保值及可持续利用;同时,落实《事业单位国有资产管理暂行办法》,是政府和事业单位面对的迫切问题。

Considering the present situation of state-owned assets management and unclearness of property right of assets managed by non-government agencies, measures are proposed for strengthening management of state-owned assets and preventing its losses. It is suggested to enhance management level so as to realize value-increase, value- keeping and sustainable utilization of state-owned assets. Meanwhile, government and non-government agencies should implement the Temporary Method of State-owned Assets Management of Non-government Agencies effectively.
