小型农田水利工程建设和管理中需关注的三方面关系

Relation in three aspects need to be paid attention to on small on-farm waterworks construction and management

小型农田水利工程内涵丰富、涵盖面大,是农业基础设施建设的重要组成部分。随着中央和省级财政支持小型农田水利工程的力度不断加大,要充分发挥财政资金的引导作用,鼓励农民积极参与,促进农业发展和农民增收。要在资金的使用效果、公平性等方面,统筹兼顾、突出重点,以已经完成骨干工程改造的田间工程改造、适应现代农业发展要求的高效节水灌溉技术推广和以改善民生为目的的雨水集蓄利用等为支持重点。同时更加注重管理体制和运行机制改革,大力培育和扶持农民用水合作组织,加快建立农田水利建设新机制,逐步改变农田水利滞后于农业和农村经济发展的局面。

Small on-farm waterworks construction has rich contents and covers a wide range, It is basic component of agricultural infrastructure construction. Along with continuous financial support from the Central and provincial governments, farmers＂ participation in small on-farm waterworks construction shall be encouraged for promoting agricultural development and increase of their income. The fund use should follow the principle of efficient and fair, focusing on rehabilitation of backbone and on-farm waterworks, so as to meet the requirement of extension of watersaving irrigation technologies and rainwater collection projects that aims at benefit farmers livelihood. Meanwhile, farmers＂ water user association should be set up and supported along with reform of management and operation system, so that new mechanism for on-farm waterworks construction shall be built for aceeleratlng and adapting to the development pace of agriculture and economy in rural areas.
