农民用水户协会组织形式探索

Exploitation on types of institutions of farmers' water user association

分析广西已组建的农民用水户协会创建和运行规律,归纳了当前农民用水户协会组建过程的特点,提出要以注重发展农民合作能力和加强组织机构及内部制度建设为重点,使协会运作更加科学和具有活力。为达到这一目标,水利部门应从协调机制、奖补机制、服务机制和监督机制上加强组织管理。

The features of present farmers＇ water users association （WUAs） during its formation process are summarized based on investigation of established WUAs in Guangxi Province. It is suggested to enhance cooperation among farmers and strengthen capacity building of the institutions. The water resources administrative department should upgrade management by improving system of coordination, award, service and supervision.
