Development zone should become modernized new urban district

开发区既不是单纯的产业区,也不是完全的城市市区,而是卫星城类型的城市现代化新区。开发区的首要功能是开发与生产,同时需建有必要的生活区,开发区既是城市的新型生产区,更是城市的现代化新区,开发区发展的必然趋势是城市一体化。
