建立与完善小型农田水利建设新机制的若干问题

Issues related to new mechanism for small on-farm water structure construction

小型农田水利建设新机制的建立与完善经历了4个阶段:改革探索阶段、改革试点阶段、出台政策阶段、继续探索和完善阶段。国务院办公厅转发五部委《关于建立农田水利建设新机制的意见》后,财政部、水利部启动了小型农田水利建设"民办公助"试点。在试点中发现还有诸多问题要研究,如关于"民办公助"的提法、投入主体和投入比例、资金管理和使用方式、小型农田水利工程产权制度改革、用水户协会建设、农业灌溉水费计收、建立激励机制、县级农田水利建设规划等。要加强问题研究,寻求解决办法,尽快建立和完善小型农田水利建设新机制。

The establishment of new mechanism for small on-farm water structure construction experiences four stages： reform and exploitation, pilot and experiment, policy making and continuous improvement. After the launching of pilot project of ‘operating water structures by individual and subsidized by the state＇ jointly by the Ministry of Finance and the Ministry of Water Resources, it is found that some issues need to be further studied, such as parties of making input and percentage, funds management and usage, property right of on-farm structures, water user association, water charges collection, mobilization mechanism and planning of small on-farm structure construction. It is necessary to find solutions for creating a new mechanism for the construction of small on-farm facilities.
