“421”家庭结构与独生子女军人的福利保障制度设计问题初探 被引量:6

摘要 随着中国社会中"421"家庭的日益普遍化,独生子女军人渐渐成为部队中一个特殊的群体,其福利保障问题也应给予足够的重视。应该从现行军人工资福利待遇制度的基本框架出发,加大独生子女军人群体福利待遇保障政策的研究和宣传力度,注意借鉴地方和外军的有益经验,从津贴补贴、福利、保险、优抚和安置等主要环节入手,进行独生子女军人群体福利保障制度的设计。 Nowdays "421" families are more and one-child families have become a special group in more easily seen in China's society. Those servicemen from the army, and their welfare and security should be seriously reconsidered. On the basis of current defense compensation system, more emphasis should be put on the research of their welfare and security. The welfare and security system of servicemen from one-child families should be designed through key links such as allowance, benefits, insurance, special care, placement of demobilized servicemen etc.
