摘要
本文认为,需求管理是采购供应管理中的一项重要工作,它通过系统化的工具来切实地满足需求,从而实现企业的采购战略目标。需求管理对于提高企业采购质量、降低采购成本、提高企业响应速度及规避采购风险等重要竞争要素都具有影响,进而影响着企业的核心竞争力。需求管理是采购供应管理活动的开始阶段,如果需求管理出现了问题,接下来的采购工作将面临极大的风险,也意味着不良的采购绩效。为管理好采购需求,提升企业需求管理水平,文章提出,企业可在采购管理部门的配合下通过标准化的工具来进行需求管理,包括使用企业内部规格与外部标准来明确需求;另外,企业也可以使用内部标准化和价值分析/价值工程等工具进一步改进需求管理绩效。
The requirements management is one of the important activities in purchasing. The purpose of specifying requirements is to provide the information that the supplier requires in order to reliably meet the user's expectations. Specifying requirements is the starting point in the purchasing & supply process. If this is not done well, then all subsequent stages in the process will also be defective. It is therefore critical to get this stage right! When specifying requirements, a company may have its own standards for certain products and services to be purchased, it should be aware that widely external standards do exist for many common products, services, processes, safety requirements, and so on. In addition, enterprise can improve the performance of requirements management by implementing internal standardization and VA/VE.
