国家综合配套改革试验区与区域的经济发展

Comprehensive Supporting Reform Pilot Area of the Country and Regional Economic Development

经过近30年的改革开放,我国的经济体制改革已经进入攻坚阶段,改革的路径需要从单方面改革向综合配套改革转变。在这种形势下,国家综合配套改革试验区应运而生。国家综合配套改革试验区对区域经济的发展具有集聚辐射、结构转换、经济拉动、体制示范等作用,应建立创新型的试验区管理体系、构建创新型的发展环境、注重建立试验区的"集群战略"、构建试验区创新系统和"学习型区域"。

After nearly 30 years reform and opening-up, the economic system reform of China has already entered key stage, the route of the reform needs to change from unilateral reform to comprehensive supporting reform. Under this kind of situation, the country comprehensive supporting reform pilot area arises at the historic moment. First, this paper analyzes the connotation and characteristic of the country comprehensive supporting reform pilot area. Then, this paper studies the functions of the country comprehensive supporting reform pilot area for regional economic development, such as gathering and radiation, structural transformation, economic pulling and system demonstration. Finally, this paper proposes some policy suggestions that the establishment of an innovative pilot area management system, building innovative development environment, pay attention to the establishment of pilot area ＂cluster strategy＂, building innovation systems and test area ＂learning regions＂.
