基于半结构性模糊可变集合模型的流域初始水权分配

摘要 阐述了水权的基本概念及初始水权分配的意义与原则,在综合考虑影响水资源优化配置的社会、经济、生态等各因素的基础上,将定性指标应用到模糊可变集合模型,提出了初始水权分配的半结构性模糊可变集合模型,并将该模型应用到塔里木河流域,根据指标重要性进行二元比较与量化,合理地确定出各个指标的权重,通过塔里木河流域"四源一干"的级别特征值计算,确定各地区水权分配的综合权重,从而实现各地区的初始水权分配,为初始水权分配提供了一种新的途径。 The concept of water right, the significance and the principle of initial water right distribution are expounded, based on the consideration of the different factors of society, economy and ecology impacting the water resources optimal configure, the qualitative indexes are applied to the variable fuzzy concourse, the semi-structural variable model of the initial water right distribution is put forward and employed in Tarim river basin. According to the index essentiality, 2D compare and quantifying are carried out and the weight of indexes is put forward. Through quantifying the weights of indexes and calculating the level feature values, the synthetical weight of each water right distribution is determined and the initial water right distribution is realized.
