制度变迁视角下我国非政府组织小额信贷制度困境及对策分析

Plight of Microcredit System of China's Non-governmental Organizations and Countermeasures from the Perspective of Institutional Change

制度变迁理论表明,当制度出现不均衡状态时就会发生制度变迁。制度变迁是新制度代替旧制度或旧制度的改进过程。我国非政府组织小额信贷在制度变迁视角下存在所有权缺失、资金产权不明晰、治理结构落后等制度困境。走出这些困境,只有在制度变迁的视角下,借鉴国际成功经验,从小额信贷组织制度创新、非政府组织的健康发展、相关法律法规的完善入手,最终达到规范我国非政府组织小额信贷健康发展的目的。

Institutional change theory shows that system change will occur when there is imbalance in the system. Institutional change is the new system replaces the old system or the improving process of the old system. Microcredit system of China＇s non-governmental organizations has the following institutional plights, the ownership is imcomplete, the property right is not clear, and the governing structure is back-ward from the perspective of institutional change. Out of all these difficulties, only from the perspective of institutional change, learning from international successful experience, from the innovation organization of micro-credit system, from the healthy development of non-governmental organizations and from the perfec- tion of relevant laws and regulations can we eventually healthily develop themicrocredit of non-governmental organizations in China.
