摘要
绩效评价被认为是有效监督和管理医疗卫生机构的科学方法之一。近年来,随着我国医疗卫生体系改革的不断深入,乡镇卫生院已成为农村卫生改革的重要突破口。本文立足于政府角度,多维度、深层次探讨乡镇卫生院绩效的内涵和结构,提出从服务效率、人均收益量、成本效果、服务质量、功能体现和发展潜力6个维度的乡镇卫生院绩效评价理论框架,为政府及行政管理部门实施农村乡镇卫生院绩效评价与管理提供依据。
Performance assessment has been thought as one of scientific methods and effectively used in supervi-sing and administrating health organizations. In recent years, with the gradual deepening of our country's health system reform, town health centers (THC) becomes a breakthrough point in the reform of rural health systems. From the perspective of the government, our paper dedicates to discussing the content and structure of the THC's performance, and building up a set of evaluating theory frame of performance, including the following aspects: efficiency of service, in-come per person, cost-effectiveness, quality of service, realization of function, and development potential. These offer a foundation for governments and administration departments to implement the performance assessment of THC.
