中部六省农村基础教育财政发展实证分析

Analysis of the Rural Elementary Education Finance of Six Provinces in Central China

基础教育财政发展与公平关乎整个教育大局,也是实现社会公平和构建和谐社会的重要基石。而中部六省受制于自然禀赋、经济、人口等因素,其农村基础教育财政发展滞后于全国水平。通过实证分析中部六省农村基础教育财政发展状况,认为政府和社会各界力量应积极联动,合理配置教育资源,健全基础教育保障机制,实现教育财政公平,促进教育均衡发展。

The development and equity of elementary education finance relates to the overall situation of the whole education,and is also the bases of social equity and harmonious society.Because of natural factor,economy and population,the rural elementary education of six provinces in Central China falls behind national average level.The study drew the conclusion that government and general public should strengthen actively linkage,reasonably distribute the education resources,improve elementary education mechanism,realize fair education finance and promote the equilibrium of education.
