摘要 当代高等教育发展的主要特征为:在运行中引入市场机制,由社会的边缘步入社会核心并成为"社会服务站",形成国际统一市场。为适应高等教育的发展,大学必须按消费者权益保护理论、利益相关者理论和国际贸易规则,实行信息公开。在新的高等教育发展条件下,大学必须通过建立现代大学制度,提高运行效益,促进学术与社会价值的统一;而信息公开正体现了现代大学制度的内在规定性,故而必须通过信息公开法治化及建立信息公开责任与监督机制等措施,保障信息公开的施行,从而促进高等教育的发展。 Nowadays the development of higher education is characterized mainly by the market mechanism which has been introduced into the social core from the margin of society and results in a special social service institution involving economic benefits, thus causing the higher education to be a unified international market. So, making information public is necessary for the development of higher education, i.e., all colleges/universities should run in accordance to the theories of protection of consumers' interests and stakeholders and international trade rules. On such conditions, the modern administration system should be built up in all of China' s colleges/universities to improve the operational benefits that always ensure the unification of both the academic and social values. To realize the intrinsic regularity of the modem administration system in higher education, what is necessary is just making information public. A conclusion is thus drawn that making information public shall be legalized and its relevant responsibility and supervision must be formulated and put into effect.
