摘要
选择自上而下的思路建立以政策性再保险补贴体系为中心的政策性农业保险发展模式,能有效解决农业保险政府补贴、农业保险发展区域化、农业保险风险分散等方面矛盾的需求。针对实施过程中有关财政负担问题、立法问题、补贴方式选择问题、补贴险种选择问题提出分析思路。
A policy agricultural insurance model centered around a top-down policy subsidized reinsurance system can effectively solve the problems of subsidy for agricultural insurance, regionalization of agricultural insurance and spread of agricultural insurance risks. This paper proposed on solutions for issues such as fiscal obligation, legislation, selection of types of subsidy and selection of subsidized types of agricultural products.
