美国内城地区保险"红线歧视"问题研究

摘要 "红线歧视(redlining)"在美国具有特定的内涵,也是保险领域研究的热点问题之一。本文从汽车保险、住房抵押贷款保险以及其它公共服务领域三个视角概括了"红线歧视"的具体表现。并且从种族歧视和信用不足两个层面分析"红线歧视"的形成机理与观点之争。认为种族问题仍然是理解"红线歧视"现象的重要视角;要全面认识"红线歧视"现象复杂深刻的社会经济背景;制定合理的公共政策和发展战略,维护社会公平与公正;从区域层面应对"红线歧视"问题,减少负的外部性;充分发挥政府力量对市场扭曲负面影响的矫正作用。＂Redlining＂ has a special connotation in the United States, and is a focal issue in the theoretical arena of the insurance industry. This paper summed up specific manifestation of the issue of ＂redlining＂ from the three prospects of car insurance, housing mortgage loan insurance and other public services. It also analyzed the basis ＂redlining＂ from the two aspects of racial discrimination and credibility insufficiency. It argued that racial problems were still an important angle to understand the phenomenon of ＂redlining＂. It was important to fully grasp the complicated socio-economic background for it, formulate reasonable public policies and development strategies to safeguard social justice and fair-dealing, deal with the issue of ＂redlining＂ from geographical point of view to reduce negative fall-out, and fully utilize the power of government to rectify the negative effect of social distortion.
