论述了我国乡镇企业的发展的正向作用及负面影响，提出以环境无害化技术来优化乡镇企业的产业结构；在分析运用环境无害化技术的乡镇企业扶贫潜力后，探讨了乡镇企业扶贫时所应采用的具体措施。

The active and negative effects of rural enterprise development is discussed in this paper,with a suggestion put forward to optimized the enterprises constructure by applying environmental sound techniques.Based on analysis of the potential in applying the environment sound techniques,some measures of poverty alleviation by development of rural enterprises were studied.
