高校教学科研基层机构的设置改革及职能发挥

On Reform and Function of Basic Organization of Teaching and Research in University

根据已有研究文献和高校教学科研基层组织机构现状,考察了国内外高校教学科研基层机构的设置改革,探讨了在校、院、系(所)三级管理模式下教学科研基层组织机构的设置条件及特点;在此基础上,阐述了教学科研基层机构发挥职能的条件,指出负责人要享有相应的领导权或管理权,并克服学校的激励误区,才能确保高校教学科研基层机构职能的充分发挥。

Based on previous research and state of present basic organization of teaching and research in university, this article explores the reform of basic organization of teaching and research in university, and discusses the conditions of setting basic organization of teaching and research under three-level model of university-faculty-department/institute. Then the author expatiates on the conditions for basic organization of teaching and research to work, and suggests that the leaders of organizations in university should own appropriated power of management.
