Research on the Human Resources Development and Later-Stage Support for the Migrants from Three Gorges Reservoir Area

三峡库区人口素质低下,是库区移民致富难的重要原因之一。要想实现三峡库区移民致富必须提高三峡库区人口素质,开发三峡库区人力资源,变"输血"为"造血",从根本上解决移民致富存在的难题,使移民真正走上致富的道路。通过阐述三峡库区人力资源现状,分析三峡库区人力资源开发与移民后期扶持的关系,提出了基于三峡库区人力资源开发的移民后期扶持对策。

The low quality of the people in the Three Gorges Reservoir Area is one of the difficulties for them to get rich. In order to make the migrants in the Three Gorges Reservoir Area become rich, their quality must be improved and the human resources must be developed, changing ＂transfusion＂ to ＂hematopoiesis＂, which fundamentally solves the problems and makes the migrants in the Three Gorges Reservoir Area really step onto the rich path. The situation of the human resources in the Three Gorges Reservoir Area and the relations between the human resources development in Three Gorges Reservoir Area and the later stage support for the migrants are analyzed. Then, the countermeasures for the later stage support of migrants in the Three Gorges Reservoir Area are proposed.
