摘要
在大多数研究者的视野里并没有考虑和探索人力资本的"经营"问题,他们或者看到了人力可以是一种"资本"形态,是可以用来增值的,人力作为一种资本就可以进行投资,获得收益,问题是如何获得收益,更多的专家并没有提出和设计出更有效的方式、方法和模式,因此,尝试从教育经济学视角构建人力资本经营的概念及其内涵,并应用于对贵州省人力资源开发和人力资本经营的实践,是一种非常积极和有益的探索。
In the views of most researchers, the "management" of manpower capital has not been discussed or explored. Some of them have seen that manpower can be a form of "capital", can be used in increments. Manpower as a capital can be invested for benefits. Many of them have failed to put forth or designed an effective measure or model to gain benefits. The author therefore tries for the first time to construct an idea and meaning of manpower capital management from the perspective of educational economics and applies it to the practice of exploitation of manpower resources and manpower capital management in Guizhou. It could be taken as a positive and meaningful attempt.
