现阶段,随着改革开放深层次的推进,我国涌现出越来越多的失地农民,他们大多处于一种"种地无田、上班无岗、社保无份"的尴尬境地。引导失地农民向市民身份转换并适应城市生活理应是安顿其生活、推动社会发展的良策。但在现实中,失地农民缺乏市民化的制度支持、准市民的基本素质以及部分城市居民对失地农民的排斥态度都阻碍了失地农民身份顺利转换,作为改革的主导者政府理应在失地农民的身份转化中担负起自己应有的责任。

With the deep-seated reform and opening up, more and more landless peasants emerge, most of them are in an awkward position： having no land to farm, getting no work position and having no social security. It is necessary to guide the conversion of landless peasants to urban life. However, the lack of public support systems and the basic qualities of citizens, as well as some of the citizen＇ s attitude of exclusion to landless peasants have hindered the smooth transition in reality. As the leader of reform, the Government should take their own responsibilities in the transition.
