善治理论与和谐社会理论是统一的。善治理论主张新的社会治理结构应当是多中心的、自主的和分工合作的,以民间组织为主体的第三部门在新的治理结构中应发挥日益重要的作用。共青团组织参与和谐社会建设的着力点在和谐社区建设,其组织功能将在和谐社区建设中进一步完善。
