摘要
建立基于相对业绩的高校院(系)激励机制需要从简政放权、财务核算、管理模式等方面构建以院(系)为重心的高校内部管理体制;需要从院(系)经济指标会计核算、社会贡献率指标核算两大方面科学设置院(系)业绩考评指标体系;需要构建各院(系)的相对业绩计算模型,基于相对业绩对院(系)进行物质奖励(确定绩效工资总额)和精神激励。
To build such mechanism, efforts are required to build higher institutes' inner mechanism from aspects of power impllfication, financial accounting, management model etc, to set up college(department) management achievement from aspects of accounting of college (department) economic index and accounting of the rate of contribution, to build calculating model of college(department) management's relative achievement, based on matocial and spiritual encouragement to college(department) management.
