现行计划生育政策,造成了诸多的不和谐。计划生育政策合理调整的逻辑是:"一对夫妇生育两个孩子"比较符合人类发展规律;现行计划生育政策实际上已承认了"潜在的男性偏好"的合理性;进行胎儿性别的选择体现了一种进步。新政策的合理性:该政策能够得到严格实施,能杜绝三孩及以上生育,达到控制人口增长规模的目的;能有效降低人口出生性别比;能使夫妻关系和睦、家庭幸福、儿童健康,社会也会更加和谐;该政策具有公平正义性。政策实施建议:分阶段实施;对独生子女家庭继续给予原已承诺的奖励;政府不应该鼓励不生育行为。

Present family planning policy has caused many disharmonies. The logic of family planning policy adjusting is that＂a couple procreate two children＂is in accord with human development law. Present family planning policy actually admits the rationality of ＂latent masculinity preference＂. Selecting of fetal sex embodies a progress. The rationalities of the new policy are： the policy can be strictly carried out;third and other child can＇ t be procreated,the aim of controling population can be achieved; the policy can lower sex rate of birth; it makes couples on good terms, family happy, children healthy,hence the society harmonious; it is justice. Suggestions of the family planning policy being put in practice are as follow：it should be put in practice by grading; the families which only have a child should be given original affirmative rewards; non - procreate action should not be encouraged by the government.
