Analysis on Influence of Funds Outstanding for Foreign Exchange on Monetary Policy Independence

从基础货币供应量、利率、货币投放方向和货币政策时滞四个方面探讨外汇占款对央行货币政策独立性的影响,并从放松外汇管制、适当向内向型企业采取贷款倾斜政策、合理地确定我国外汇储备规模、实施多样化的货币冲销政策和提高人民币汇率形成的市场化程度等方面提出相应的政策建议。

This paper discussed the influence of funds outstanding for foreign exchange on the monetary policy independence from the aspects of base money supply, interest rate, direction of money supply and monetary policy time lag; then put forward corresponding policy propoe, al, such as easing foreign exchange control, adopting preferential loan policy for internaloriented enterprises, defining reasonable scale of foreign exchange reserve, diversifying sterilization policy, and improving marketization level of RMB exchange rate and so on.
