摘要
政府绩效评估随着政府改革的推进而不断完善,政府改革的主题与目标决定了政府绩效评估的内容和侧重点。我国服务型政府改革目标的确立,为改善政府绩效评估提供了新的制度基础和目标导向。政府绩效评估的发展出现了新的趋势:评估的价值取向由政府本位走向社会本位;评估的目标定位由内部控制走向外部问责;评估的内容由工作导向走向职能导向;评估的方式由"自发式"、"运动式"走向"自觉性"、"规范性"。
With the advances in government reform, government performance measurement has been continuously improved. Because the theme and goal of government reform determine the content and focus of performance measurement for government, the establishment of the reform goal of building a service-oriented government in China provides new institutional basis and goal orientation for improving government performance measurement. The development of government performance measurement has seen some new trends: the value orientation of measurement has shifted from being government based to community based; the goal orientation of measurement has moved from internal control to external accountability; the content of measurement has gone from being work oriented to function oriented; and the way of measurement has shifted from being spontaneous and mobile to self-conscious and normative.
