The difference between central and local higher educational financial sharing leads to the contradiction between efficiency and justice in higher education. Local government can promote the combination of higher educational financial sharing and macro-policies and play a positive role in lawmaking,improving financial system and subsidizing system,transferring autonomy right to a lower level,and supporting increasing revenues and reducing expenditures of universities.
