采煤塌陷地复垦投资机制研究

在我国的煤炭开采生产中,造成的土地破坏以塌陷地为主,大部分塌陷地需要恢复治理后才能重新利用。在我国,耕地资源紧缺,为改善生态环境,保护耕地,国家加大了土地复垦工作的力度。但是,塌陷地复垦的投资机制不完善,制约着复垦工作的顺利进行。立足采煤塌陷地复垦的投资机制现状,从资金管理制度、复垦土地产权、建立塌陷地复垦市场体系、完善政策法规着手,完善采煤塌陷地复垦投资机制。

In China mining demolishes the land mainly in the form of subsidence of the farmland, Most of the demolished land can reuse after reclamation. Owing to shortage of farmland, in order to improve the ecological environment and to protect farmland, the Chinese government has attached importance to the reclamation of mining subsidence land. This article analyzed the actuality of the Investment mechanism concerning the reclamation＇of mining subsidence land discussed the method for perfecting the investment mechanism according to fund management system,the reclaimed land property rlghts、set up market system of mining subsidence land and perfect of relative policies and regulations,
