摘要
为较好克服传统DEA方法本身所具有的"相对有效性"不足,提出了基于标杆思想的DEA方法。运用此方法对部队编制效能进行评估,在理论上比较完善,评估结果与客观实际相吻合。同时,通过将"标杆编制"与非DEA有效编制进行微观比较,可以找出非DEA有效编制的不足,并给出改进方向和方案。
The DEA method based on Bench Theory is proposed in order to overcome the defects of traditional DEA with "relative validity". This method is applied to the organizational structure efficiency assessment. The result of assessment is identical with the actual one. Micro-comparison between "Bench organizational structure" and no-DEA validity organizational structure is made, the defects of no-DEA validity organizational structure can be found and some useful advices on the organizational structure also can be obtained through the method.
