文章通过对中国公共图书馆过去百年的历史检视,认为中国公共图书馆百年的最大缺失是公共图书馆没有在乡村获得普及和发展,乡村图书馆的普及和发展是21世纪新图书馆运动的新路向。

Based on reviewing and analyzing the history of public library in China for the last cent years ,the author thinks the greatest inadequate is that public library was not popularized and developed in China countryside, and popularing and developing rural public library will be the new direction of the New Library Movement in 21 st century.
