对建立我国艾滋病综合防治绩效评价体系的思考

ANALYSIS OF THE NATIONAL PERFORMANCE EVALUATION SYSTEM IN COMPREHENSIVE PREVENTION AND TREATMENT ON HIV/AIDS

本文从绩效评价与督导评估的区别、效果评估的不足和综合防治工作可持续发展的角度探讨了建立我国艾滋病综合防治绩效评价体系的必要性。并针对性的提出建立艾滋病综合防治绩效评价指标体系及完善绩效评价主体等建议,为促进和提高艾滋病综合防治绩效提供参考。

This article mainly discusses the necessity of constructing the national performance evaluation system with respect to general results of prevention and treatment, from the difference between performance evaluation and monitoring evaluation, the deficiency in effect evaluation and the sustainable development of comprehensive prevention and treatment. We also raise a pertinent proposal of establishing the performance index system and perfecting valuator of comprehensive prevention and treatment on HIV/AIDS, which provides references for advancement and improvement of comprehensive prevention and treatment performance on HIV/AIDS.
