Systematic opening, non-linear effect, away from balance are important terms of forming dissipation structure. The establishment of steady and orderly air defense command information system includes： strengthening systematic opening, introducing minus entropy flow; strengthening coordination, exerting the holistic function of system; promoting the system through reformation.
