论前工业社会时期的乡村改良及其对我国新农村建设的启示

On the Contributions of the Pre-industrial Society Commerce and its Revelation to New Countryside Construction of China

城市的兴起为乡村产品提供了有利的市场,同时引进了秩序和良好的政府,给乡村带来了制度和文明。在前工业社会,由于生产力水平的提高和对外商业的发展,古代贵族权威瓦解,地方司法及其产业政策得以合理构建。改革开放以来,虽然我国在很大程度上解放和发展了生产力,但是城乡二元结构仍未彻底打破,统筹城乡发展的体制、机制还没有完全建立起来,社会主义新农村的任务仍然相当艰巨。因此,借鉴历史经验,结合我国实际,加大周边城市对乡村经济的带动和扶持具有重要意义。

The rising of cities provided the countryside with market, introduced govemrnent and order to it, thus brought the regulation and civilization to the countryside. In the pre-industrial society, as a result of the improvement of productivity and foreign trade, the authority of the nobles was clasped, whereas the local judiciary and industrial policies were constructed. Similarly, the new countryside construction in China today runs into difficulties in some areas on account of the low productivity and imperfection of system. In this sense, it is significant for us to learn from the historical experience.aforementioned, and to strengthen the driving and supporting force of cities neighboring the rural economy.
