Four departments sot the 11^th Five-year Plan for Development and Reform of Financial Industry

由人民银行．银监会、证监会．保监会共同编制的《金融业发展和改革“十一五”规划》．阐明了“十一五”时期我国金融业发展和改革的指导原则和主要目标．明确了金融工作重点。就其中的一个工作重点“提高金融监管能力．维护金融稳定”，《规划》明确提出．一是健全金融监管法律框架．按照我国国情和国际监管趋势．健全覆盖面广、操作性强．鼓励金融创新的金融监管法律框架：二是加强金融风险监管．三是完善金融监管体制；四是健全存款人．证券投资者和被保险人保护制度：五是规范金融企业市场退出机制；六是加强维护金融稳定的基础建设。

The Plan elaborates the guidelines and aims of the development and reform of China＇s financial industry during the period of the country＇s 11th five-year plan. To enhance the capability of financial supervision and safeguard financial stability, the Plan clearly stipulates that： 1） The legal framework for financial supervision must be improved; 2） supervision on financial risks must be strengthened; 3） the system of financial supervision ought to be perfected; 4） the system for protecting depositors, securities investors and insurants must be improved; 5） the system for financial enterprises to exit the market should be regulated; and 6） infrastructure for maintaining financial stability has to be strengthened.
