农村公共服务供给问题及其对策浅析

On Problems of Rural Public Service Supplies and Its Countermeasures

农村公共服务发展迟缓是社会不和谐的重要表现之一。探讨了农村公共服务供给严重不足、不公平、结构失衡等问题,并提出建立农民参与的组织机构等改革对策,特别强调政府要为贫困农民提供免费的有关生存的公共服务、为一般农民提供成比例补贴的有关发展的公共服务、鼓励富裕农民利用市场获得所需的公共服务等改革对策。

Under the background of＂ harmonious society＂ construction, the development of the rural public service should be put on the agenda. The slow development of rural public service is one reason of the social disharmony. This paper discusses the problem of rural public service supply and proposes the government take different actions in different condition and offer stages for farmers＂ participation.
