大型水利工程项目投融资新方式探索——以辽宁大伙房水库输水工程建设投融资为例

Exploring new ways of fundraising for large water resources projects:case study of fundraising for construction of Dahuofang Water Transfer Project in Liaoning Province

针对大型跨流域调水工程建设中的投融资问题,以辽宁大伙房水库输水工程建设融资为例,介绍了其投融资的背景和过程,并与其他融资方式进行比较研究,结果表明:运作一个投融资项目,关键要对项目的投资结构、融资结构和信用保证结构进行研究设计,尽可能分散项目风险。

The fundraising for the construction of large inter-basin transfer projects was discussed.Dahuofang Reservoir Water Transfer Project in Liaoning Province was taken as an example,and the background and process of its fundraising were described.Its fundraising method was compared with other methods.It is suggested that,as for project fundraising,the key is to study and design the investment structure,fundraising structure and credit security structure so as to minimize risk to the project.
