目前我国网络教育发展迅速,各试点高校在全国各地设立的校外学习中心如雨后春笋,这对我国高等教育的整体发展战略具有积极意义。由于网络教育基础组织机构的学习中心在近些年的发展过程中受到了这样或那样的质疑,随着网络教育"调整期"的到来,网络教育校外学习中心如何进行自身建设,如何良性发展等诸多问题日益显现出来。
