摘要
劳工问题是世界范围内港口放松规制和民营化改革中的一项重要内容。私人运营商基于效率导向会削减原公共港口部门的劳工规模,从而需要对富余港口劳工妥善安置。本文主要分析了港口劳工制度改革的背景、内容和促进因素,并依据国际经验提出民营化条件下劳工问题的解决方案。
Labor problem is an important content of port relaxing regulation and privatization worldwide, As for the efficiency, private operators would downsize the labor pool of previous port sector, so the surplus port workers should be given suitable treatment. This paper studies the background, contents and promotion factors of the reform of port labor institution, then puts forward the solutions of port labor under the circumstance of relaxing regulation and privatization.
