摘要
就业能力是一个复杂的政策概念,残疾人就业能力不足的主要原因是残疾人受教育机会的贫乏和残疾人运用机会的贫乏。我们应该从残疾人个人、企业和政府三个层面去分析残疾人就业能力建设中的残疾人学习能力、企业社会责任以及残疾人就业能力建设政策等等问题。
Employment capability is a complicated concept of policy. The low capability of the disabled is mainly accounted for by the low level of education they receive and the rare opportunity they are granted to apply their skills. Therefore, we should not approach the question of rai- sing employment capability and selecting employment strategy merely through suppliers of labor. On the contrary, solution to this problem lies in collaboration of the individual disabled, the enterprises and the government.
