摘要
本文针对农业科技成果转化的关键点之一——示范平台欠缺问题,从建设社会主义新农村和发展现代农业新时期背景下破解"三农"难题的角度,阐明了新农村建设中农业科技示范平台应突出区域和产业特色、强化技术集成和管理机制、实行科技企业与科研院校相结合以及"专家-企业-农户"互动的运行机制的构建思路,提出了在建设种植、养殖、加工等基本示范区的基础上,增强教育培训、强化环境保护等功能的设想。并从建立科学组织体系、推进管理制度创新、建立有效保障机制、加速成果引进、拓宽成果转化投入渠道、推进产学研合作、加强科技法规建设等方面,对构建示范平台、促进科技成果转化的具体对策进行了探讨。
Focusing on the shortage of demonstration platform--a key problem obstructing the transformation of agro-tech achievements, the paper, from the angle of solving the "issues of agriculture, rural development and rural residents" on the background of constructing of new socialist countryside and developing modem agriculture, stated clearly the thinking of setting up agro-tech demonstration platform in the course of constructing new socialist countryside. Namely, the agro-tech demonstration platform should stand out the characteristics of various region and farming industry, intensify the technological integration and management mechanism, execute the combination of sci-tech enterprises and research institutions, adopt the interactive operating mechanism of "expert-enterprise--farming household". The paper pointed out the demonstration platform should strengthen the functions of educational training and environment protection on the basic ones of cultivation, raising and processing. The paper also discussed the counter measures to construct the demonstration platform and promote the agro-tech transformation from the aspects of establishing scientific organization system, advancing the innovation of management systems, building up the efficient safeguard mechanism, speeding up the importation of achievements, broadening investment channel of achievement transformation, thrusting the cooperation of production--study--research, and strengthening the construction of scientific and technological laws and regulations.
