摘要 当前,我国处于社会主义初级阶段。推进社会主义初级阶段教育公平,必须坚持以马克思主义和中国特色社会主义理论为指导,积极借鉴其他国家推进教育公平的有益经验;全面贯彻落实科学发展观,以人为本,协调发展;进一步解放思想,实事求是,加大教育投入,加快教育改革与发展的步伐,在教育事业的改革与发展中解决问题;提高教育管理者和广大教师的政治思想素质和管理水平,在广泛的政策和实践活动中坚持和体现公平原则,不断追求更大范围、更高程度和更高质量的教育公平,不断提高广大人民群众对教育公平的满意度。推进社会主义初级阶段的教育公平要注意处理好政策意愿与现实条件的关系、履行政府职能与发挥市场作用的关系、促进公平与保障质量的关系以及局部公平与系统公平的关系。 The present-day China sees her early socialism stage. To promote education equality in the early stage of socialism must rely on the following aspects, the guidance of Marxism and the socialism theories with China' s characteristics, the good experience of the other countries; the overall implementation of scientific development view which puts humans first and has a harmonious development; further open-up of thoughts, solid basis of facts, enlargement of education input, quickening up of educational reform and development and solving problems in such reform and development ; enhancement of political and ideological quality and management standard of educational administrators and teachers, sticking to and reflecting the principle of equality in policies and practices, constant pursuit of bigger scope, higher standard and higher quality education equality so that people's satisfaction rate of such equality can be improved. Still, to promote education equality in the early stage of socialism should successfully deal with the relations between policy guidance and factual condition, implementation of governmental function and market effect, promotion of equality and guarantee of quality, and partial equality and systematic equality.
