There are many similarities of the quality guarantee systems and policies of higher educauon in US, Japan, Great Britain and Germany. To keep the mass higher education and the high quality balanced, every country pays much attention to the quality and the benefit. The quickening process of democracy demands that every country further emphasizes response and accountability. The rise of new public management campaign, every country takes many market-oriented measures to reform and innovate the quality guarantee systems and policies of higher education in time.
