论农村筹资筹劳“一事一议”制度存在的问题与完善——以贵州省为例

农村税费改革后,村内兴办集体公益事业所需资金和劳务,已不再固定向农民收取,而是通过开展"一事一议"的办法筹资筹劳。但"一事一议"制度实施几年来,并没有达到预期的效果,这既有制度本身的问题,也有制度执行的问题。要使"一事一议"制度达到预期效果,完善农村"一事一议"制度,有必要对当前实施情况进行实地调查,并作分析讨论。

However, over the past few years the system did not achieve the desired results, the reason is not only the defect of the system itself, but also the issue of the implementation of the system.
