国家经济安全视角下的我国对外投资战略选择

The Strategic Choices of China's Outward FDI Based on the National Economic Security

经济全球化愈演愈烈,使国家经济安全问题日益突出。在传统的国家经济安全理念下,学术界多从防御战略的角度研究外资对国内经济的影响。而新型国家经济安全理论强调国家经济安全的维护不仅仅是对开放条件下风险的防范和化解,还应在规避风险的前提条件下实现更高的对外开放收益。其理论核心就是在发展一国的国内经济和提高世界经济融入度的基础上建立国家经济安全体系。为此,本文从介绍新型国家经济安全理念入手,在分析一国对外投资与该国经济发展和世界经济融合的相关性基础上,针对我国国家经济安全问题,从微观企业预警、中观行业安全和宏观区位选择三方面提出了我国对外投资的战略选择,为构筑开放条件下的新型国家经济安全体系奠定了一定基础。

National economic security （NES） becomes increasingly concerned due to the intense economic globalization. In the traditional concept of NES, the academy prefers to study the influence of inward FDI on the domestic economy. Yet, the new concept of NES advocates more benefit and less risk in the open economy, not only the risk mitigation. The core concept is to establish the NES system based on the development of domestic economy and integration into the world. Therefore, the paper begins with the introduction of the new NES concept, analyzes the correlations between the outward FDI and the development of domestic economic and integration into the world, and finally provides the strategic measures in the aspects of enterprises, industries and locations to build and strengthen the NES system.
