城镇密集地区地方政府跨域治理研究--以中山市为例

Governance of Local Government across Boundary in Town-cluster Regions: A Case Study of Zhongshan City

中国的分权改革给原本僵化、封闭的社会经济体制注入了新鲜活力,有力地推动了地方经济的发展,形成了众多的城镇密集地区,但同时也滋生了大量跨区域、跨部门、跨领域的横跨性议题,导致区域差距扩大、公共服务不足、地方治理困难等问题。因此,有必要采取新的治理方式以化解冲突和矛盾。本文中以跨域治理理论为指导,以中山市为例,尝试通过在政府、企业和社会之间建立适当的合作伙伴关系来实现地方政府跨域治理。

The decentralization reform process in China inputted fresh vitality into the rigid and self-contained centralization system, and also motivated strongly the local economy development, which conduced to the formation of lots of town-cluster regions, but also led to many cross-cutting issues with cross-region, cross-department and cross-field characteristics, such as the enlargement of regional gap, the lack of public services and the difficulties of local governance, and so on. So it＇s necessary to take new governance methods to dissolve those conflicts and contradictions. In the paper, taking governance-across-boundary theory as a guide and Zhongshan City as a case, the local government＇s governance-across-boundary is studied, and it is suggested to realize the governance across-boundary of Zhongshan city by establishing proper partnership between the government, corporation and society.
