摘要
新时期我国房地产业的发展面临房地产开发投资热潮再现反弹之势、房价上涨出现此起彼伏的轮动效应、外资不断注入助推楼市继续上涨、房地产调控中保障性住房供应仍显不足的挑战。面对这些挑战,稳定房地产商品市场价格,理顺房地产消费和加强住房保障的举措在于:严控高档住宅用地和别墅用地;以清算后多退少补的方法征收土地增值税;加强和规范外商投资房地产的审批和监管;彻底清查房地产市场中存在的违法行为。我国社会经济的持续向好和国家经济社会的又好又快发展将为新时期房地产业的理性发展注入相关动力,使之在和谐发展的频率中步入理性发展的轨道。
In the new period China's real estate is faced with a series of challenges:investment boom rebounding,housing price continuously rising,foreign capital injection helping to increase housing price,and indemnificatory residences being insufficient.This situation demands that some effective measures be taken in order to stabilize housing prices,rationalize real estate consumption and establish housing assistance system.
