本文剖析了中国古代的刑事政策、近代西方刑事政策和中国当代刑事政策在控制与预防犯罪过程中的演变,论证了刑事政策在法治国度内存在的合理性、必要性及其对预防犯罪、维护社会秩序、保障人权的重要作用,并对涉及刑事政策学的一些相关学科的研究重心和任务提出了自己的观点。

This article analyzes the crime control and prevention evolution process of the ancient Chinese criminal policy, the west modem significance criminal policy and the present Chinese criminal policy, proves the necessarity of the criminal policy and the influential role to prevention of crime, the social order maintenance, as well as the assurance of human rights, and involves the authors＇ own viewpoints about some related research points and the task in the criminal policy studies.
