摘要
近年来,社会主义新农村建设成为全国的热点。作为社会经济活动的载体,物质空间的合理规划和利用是新农村建设的核心内容之一,也是统筹城乡关系的重要环节。在城乡二元体制下,新农村规划在本质上有别于城市规划,且由于土地产权制度上的差别,新农村规划应在参考城市规划模式的基础上,尽快建立一套基于集体土地产权制度上的农村规划体系,制定完善的管理程序,以保障社会主义新农村建设事业的顺利进行。
The construction on village is becoming a hot topic in China. The physical planning together with the reformation on land-uee property system is one of the basic content on village reconstruction. By analyzing the problems which may come out from using urban planning's methods to do villages planning, the differences of Lands' property right between city and country had caused much difference to the planning system between city and countryside is found in this paper. And the result of the study is, in order to make our country develops healthily, a new planning system considering land-use property right system which suitable to new countryside should be set up and play an important role on the construction.
