论现行历史文化名城保护规划体系的完善

Discussion about Perfecting Actual Conservation Planning System of Historic Cities

该文对现行历史文化名城保护规划在规划期限、审批程序、效力等方面的不够明晰之处进行了研究,分析了历史文化名城保护规划与城市总体规划、控制性详细规划等法定图则、历史文化街区保护规划、重点文物保护单位保护规划的关系,提出了涉及城市历史文化遗产保护的规划体系框架及相关配套制度的设想。

This article researches the confusion in such aspects as planning time limit, approval procedure, efficacy, etc. in actual conservation planning of historic cities, and analyzes the relationship among the statutory principle of these kind planning, urban master plan and regulatory detailed plan, etc, the conservation planning of historic sites, and conservation planning of cultural sites under special protection. Finally, it proposes an assumption .on the conservation planning system framework and the relative institutions in the protection of urban historic heritage.
