《2005年美国爱国者法修改与再授权法》主要内容包括:为保障人权,从国会监督、司法审查和执法部门内部监管三个方面加强了对爱国者法中所确立的反恐措施的监督和制约;由于反恐形势依然严峻,爱国者法中确立的主要反恐手段和措施得到维系,甚至个别地方有所加强;从刑法角度提高了对恐怖主义分子的处罚力度。该法案的修改动向能为我国的反恐立法提供有益的借鉴。

The USA Patriot Improvement and Reauthorization Act of 2005 （H. R. 3199） mainly includes following provisions： on the basis of the USA Patriot Act correlative sections, it provides for greater congressional oversight, judicial review, as well as interior managements in law enforcement departments in order to protect human rights ; it maintains and expands law enforcement authorities due to the antiterrorism situation is still serious; it increases criminal types relating to terrorism and enhances the extents of penalty for terrorism crimes and relative crimes. The Act may provide some useful references for Chinese antiterrorism laws which will be legislated.
