贵州电网冰灾事故分析及预防措施 被引量:39

Accident Analysis of Guizhou Power Grid Ice Hazard and Its Countermeasures

摘要 2008年1~2月,我国南方电网遭受历史罕见的覆冰积雪天气条件,使电网设备严重覆冰,造成输电线路发生大面积倒杆(塔)、断线(串)事故,给工农业生产和人民的生活带来严重影响。贵州电网是这次冰灾中受损失最严重的地区之一,历史上罕见的、长时间的冰雪冻雨气象条件是导致贵州省电网发生冰灾的基本原因,但贵州省电网发生冰灾仍具有微地形、小气候特征,对输电线路的危害缺乏足够的认识和冰灾发生后应急预案不完善也是导致这次冰灾的主要原因之一。文章提出应认真分析、冷静对待这种小概率事件,避免盲目和浮躁,不宜草率提出全面提高抗冰设计标准,应对贵州电网覆冰的微气象条件、微地理特征进行充分的调查、系统分析,根据微气象条件和微地理特征划分冰区等级,并提出了今后防止或减少在极端天气条件下输电线路发生类似冰灾事故的措施。 From Jan. to Feb. 2008, south of China was hit hard by a historical icing and snowing weather, causing severe icing on grid equipment, as well as widespread tower (pole) collapse and line (string)snapaccidents,which seriously affects industrial and agricultural productions and people's everyday lives. Guizhou grid suffered the most serious losses in this disaster, which is caused by rare and long snow and ice as well as freezing rain. This disaster, however, has its own micro terrain and microclimate characteristics, and lacking sufficient awareness of effects of hazardous weather and lacking perfect contingency plans are also major causes of this disaster. It is suggested that this small probability accident should be treated with careful analysis and calmness, instead of improperly raising anti-icing design standard. The microclimate and micro terrain conditions of Guizhou grid should be surveyed and analyzed systematically before icing zones are categorized based on survey results. Countermeasures are proposed preventing similar transmission line accident from happening under extreme weather conditions.
